Frank Lucia Named as New President and CEO of Dean Health Plan

Frank Lucia

MADISON, WI (August 21, 2014) – Following an extensive nationwide search, SSM Health Care is proud to announce Frank L. Lucia has been selected as the next President and CEO of Dean Health Plan, effective immediately. In this role, Lucia will oversee operations of the largest provider-owned HMO in the state of Wisconsin with more than 400,000 members.

“In his current role, Frank has helped Dean Health Plan grow in market share, increase member satisfaction, and achieve significant operating efficiencies,” said Gaurov Dayal, MD, President – Health Care Delivery, Finance & Integration with SSM Health Care. “We look forward to working together with him to craft what the future of
exceptional health care delivery looks like.”

Lucia has more than 25 years of finance, operations and health care experience. He began his career in finance and accounting, working at Price Waterhouse and W.R. Grace & Co., and then quickly gained experience and a passion for health care while working in numerous leadership roles at CIGNA before ultimately coming to Dean. Lucia has been with Dean Health Plan since 2007, where he’s served as Senior Vice President, Chief Financial and Operations Officer.

Dean Health Plan ranks “Highest in Member Satisfaction among Health Plans in the Minnesota-Wisconsin Region,” according to the J.D. Power 2014 U.S. Member Health Insurance Plan Study,* and has received the Centers for Medicare & Medicaid Services’ five-star rating for the past three years.

“The health care industry continues to rapidly evolve and we needed to find a leader with experience, passion and a commitment to quality that will help us innovate and stay ahead of the curve,” said John Phelan, MD, board chair of Dean Health Plan. “With his extensive experience we’re confident Frank is that person. And together he will help us become a national leader in value based care delivery.”

Lucia is filling the vacancy created by Lon Sprecher, who retired in May after serving as President and CEO of Dean Health Plan for the past eight years.

*Dean Health Plan, Inc. received the highest numerical score among commercial health plans in the Minnesota/Wisconsin region in the proprietary J.D. Power 2014 U.S. Member Health Plan StudySM. Study based on 34,315 total member responses, measuring seven plans in the Minnesota/Wisconsin region (excludes Medicare and Medicaid).
